Sir:-
I am directed by Secretary Sir E. Grey to ac-
knowledge the receipt of your letter 4589/1908 of
February 25th last requesting the observations of
this Department on a despatch from the Governor of
HongKong regarding the registration of steam vessels
plying in the Inland waters of China.
I am to state, for the information of the Sec-
retary of State for the Colonies, that in the opinion
of Sir E.Grey, the whole question of the conditions
under which launches are to be allowed to fly the Bri-
tish flag in inland China waters, and to receive Bri-
tish protection, requires exhaustive consideration,
and is already receiving attention.
